A Thailand Law Enforcement Agency

Thai Law Enforcement Agency Adopts ZStack as a VMware Alternative, Leveraging Existing SAN Storage
This project became a benchmark case of hardware reuse, uninterrupted business operations, and zero data loss during VMware migration — injecting sustainable digital power into the agency’s core mission of fighting crime.

Background & Challenge

A major Thai law enforcement agency, entrusted with a core national security mission, requires an IT system that delivers both high stability and agile responsiveness. The agency was facing challenges with its existing VMware infrastructure, including rising subscription costs and an uncertain product roadmap. Its in-place hardware, consisting of high-performing DELL servers and Hitachi centralized SAN storage, remained fully functional. A traditional rip-and-replace alternative would have resulted in a significant waste of assets and increased budgetary pressure.

Furthermore, the migration of mission-critical applications carried high risks, and the complexity of managing disparate platforms was a growing concern. The agency urgently needed a low-cost, highly reliable VMware alternative and a seamless migration strategy to ensure its critical operations, such as crime-fighting initiatives, could continue without disruption.

Solution

The agency chose ZStack Cloud to implement its VMware alternative strategy. It leveraged ZStack’s powerful heterogeneous compatibility to seamlessly repurpose and integrate its existing DELL servers and Hitachi SAN storage (with native support for iSCSI and FC protocols), eliminating the need for any new hardware procurement.

Using the ZStack ZMigrate agentless migration tool and a proprietary “Five-Step Migration Methodology,” the agency executed a non-intrusive live migration of its core business applications. This process was backed by a dual-assurance model combining on-site and remote expert support. The migration was executed flawlessly following a rigorous plan that included:

1.Comprehensive pre-migration assessments and planning.
2.Multiple simulation runs and backup drills.
3.Adherence to standardized, step-by-step procedures during the migration.
4.Post-migration, the agency achieved centralized management and monitoring of the entire infrastructure through a unified control plane.

Customer Benefits

Cost Optimization: By fully repurposing its existing hardware assets, the agency reduced its Total Cost of Ownership (TCO) by 50%. The significant financial savings were then reinvested into core business functions.

Simplified Operations: The unified control plane drastically reduced the complexity of cross-platform management, leading to a substantial improvement in IT operational efficiency.

Secure and Smooth Migration: Core business applications were migrated with zero data loss and no service interruption, effectively mitigating all potential migration risks and ensuring operational continuity.

Elastic Scalability: The new platform provides the ability to elastically scale from 1 to 1,000 servers within a single cluster. This ensures the infrastructure can meet future business growth demands, injecting digital momentum into the agency’s core mission to combat crime.
