As Tomorrow.City Shanghai 2026 draws to a close, ZStack concludes a highly engaging and strategically meaningful presence at the event, bringing together global perspectives on the evolution of smart cities and the digital infrastructure required to support their next stage of development.

For ZStack, participation in a global smart city platform extends far beyond technology exhibition. It is an opportunity to engage with the institutions shaping the future of cities, exchange perspectives on emerging digital priorities, and examine how secure, scalable and intelligent infrastructure can translate digital ambitions into sustainable capabilities.

For ZStack Malaysia, this engagement carried particular significance.

Throughout the event, our Malaysia team participated in closed door strategic discussions with representatives from a Malaysian city council, engaging in substantive dialogue around their evolving digital infrastructure requirements, operational priorities, and the increasing technology demands associated with modern municipal services.

The discussion centred on how a unified cloud and AI infrastructure architecture could underpin the council’s evolving digital service landscape, while addressing critical considerations around scalability, resource utilisation, resilience, data protection, governance, and readiness for future AI driven workloads.

Importantly, the conversation extended beyond infrastructure as a technology layer towards infrastructure as an enabler of better public services, more efficient operations, stronger resilience, and sustainable digital growth.

From Smart City to Intelligent City

On the speaking platform, ZStack brought these perspectives together through a broader discussion titled “From Smart City to Intelligent City: Building the Digital & AI Foundation for Tomorrow’s Cities.”

The session explored how the smart city agenda is entering a new phase, shaped by three interconnected forces: Artificial Intelligence, Digital Twins, and Digital Infrastructure.

AI is moving beyond isolated pilots and experimentation into day to day government services, operational workflows, analytics, and decision making. As AI becomes increasingly embedded within public sector operations, the infrastructure supporting it must evolve accordingly.

Digital twins are creating increasingly sophisticated connections between physical city assets, geospatial information, operational systems, and real time data. This convergence provides cities with new capabilities to understand, simulate, optimise, and respond to increasingly complex urban environments.

At the same time, digital infrastructure is becoming a strategic foundation rather than simply an underlying IT layer. AI requires trusted data, scalable cloud capacity, GPU resources, security, governance, and resilient infrastructure capable of supporting workloads that will continue to expand in both scale and complexity.

The Malaysia Context

For Malaysia, this direction is particularly relevant as the country continues to advance its digitalisation agenda and strengthen the capabilities of local governments to deploy scalable digital solutions, improve governance, and develop more connected and intelligent urban environments.

Every Smart City Application Needs a Foundation

Traffic management, public safety, environmental monitoring, digital citizen services, geospatial platforms, urban analytics, digital twins, and AI applications may differ significantly in purpose, yet they share a common dependency: reliable, scalable, secure, and efficiently managed digital infrastructure.

This is where ZStack plays a foundational role.

ZStack does not replace smart city applications. Instead, it provides the shared cloud and AI infrastructure upon which these applications can operate, scale, and evolve.

Rather than continuously building isolated infrastructure around every new digital initiative, cities can establish a common platform that enables consolidation, more efficient resource utilisation, and greater agility as new services and workloads emerge.

One shared platform. Multiple workloads. Continuous expansion without repeatedly rebuilding the foundation.

Building the Foundation for the Intelligent City

An intelligent city requires an infrastructure foundation capable of becoming responsive, efficient, and resilient.

Responsive, by connecting data and AI capabilities to support faster and more informed urban decisions.

Efficient, by enabling cloud and GPU resources to be shared across multiple services and workloads rather than remaining fragmented across isolated environments.

Resilient, by providing the ability to isolate, protect, recover, and continuously operate critical digital services as urban dependencies become increasingly digital.

The transition from Smart City to Intelligent City is therefore not simply about deploying more applications, more sensors, or more AI.

It is about establishing the digital foundation that allows these technologies to operate together securely, efficiently, and sustainably.

For ZStack, the conversations at Tomorrow.City Shanghai 2026 reaffirm the importance of engaging directly with governments, municipalities, agencies, and ecosystem partners to understand their priorities and explore practical pathways towards digital transformation.

Smart cities require more than intelligent applications. They require an infrastructure foundation capable of making intelligence operational, scalable, and resilient.

That is the foundation ZStack is committed to building with cities, governments, and partners across and around the world.
